Valid values:

0 = Draft
Certificate identifier assigned.

1 = Approved
Algorithm approved by authorized person.

2 = Submitted
Algorithm sent to venue.

3 = Registered
Algo certificate accepted and registered by venue.

4 = Cancelled
Algo certificate terminated by the issuer prior to the submission to any venue or after revoking from the venue(s).
